Hay catching fire...how does this happen?

Well I know that if hay is baled at too high of a moisture content then the bacteria that thrive in a dark, damp and airless environment can begin to break down the hay and this process releases heat which can cause the hay to catch fire. But doesn't fire need air to ...well... be fire!?
