What infrastructures can schools put into place to protect students against phobia and heteroist ?

I would imagine that it would be too controversial right now in the american cultural climate to allow any education that would encourage tolerance of ity in elementary. Maybe in private, liberal schools teachers could invite LGBT speakers and LGBT parents to discuss the disease of phobia?
